2023 Spring Garage Sale (Dates Revised)

Hello Oak Valley II Owners!

It was brought to the Board’s attention that the original dates landed on Easter Weekend. The Board has received many comments from concerned residents and decided to revise the dates. With that being said, this year’s community-wide event will be held from Friday, April 14th – Sunday, April 16th! The gates will be held open from 6:00am – 3:00pm on each of these days

It’s time to go through all those boxes and get rid of your junk! Please make sure to display your items for sale on your property only. We want to avoid any items placed on the sidewalks and streets.

Recreational Vehicles - Proposed Rule Revisions & Storage Policy (28-Day Comment Period)

The Board recently reviewed proposed revisions to the Recreational Vehicles section of the Rules & Regulations and a potential RV storage policy at the March 8, 2023 regular session. Many of the residents in the community have purchased RVs in recent years and the Board wanted to consider ways in which they could help owners store them on their property.

The attached documents will detail the proposed revisions to the current RV rules, a parking/storage policy, and an approval form. This is being presented for a 28-day comment period to the community. Please feel free to submit comments or proposed additions/revisions to these proposed changes to vraboin@actionlife.com.

The Board will review this at the next scheduled regular session meeting on May 10, 2023 for approval and official implementation.

Developing Community Projects

Hello Oak Valley II Residents!

The Board and Management would like to take a moment to report to the community recent developments on several ongoing projects. This is a way for the Board to communicate to you the challenges they encounter while making valued progress towards effective solutions to a variety of items.

There are many instances in which residents may find themselves wondering what their monthly assessments actually support? In large part, your monthly assessments support the many features of this beautiful community and with that come a whole host of maintenance responsibilities, some we are prepared for and some we are not.

We encourage everyone to take a brief moment to review the summary below and hope it provides valuable insight into how your Board truly has Oak Valley’s best interest in mind and practice.

  • Mailbox Theft – The Board and Management have received many reports of recent theft and vandalism to the mailboxes. Supreme Force Services has been notified and requested to focus on these areas. Horizon Lighting will be out to conduct an audit of all the mailbox lighting and ensure that they are all operating effectively. The entire city of Beaumont is experiencing mail theft issues, some worse than ours. Whenever possible, monitor tracking and remove parcels and mail asap. Some residents have reported success with ring mailbox monitors. Two claims have been opened with USPIS (47324918) and Beaumont Postmaster (47325059).  If you have been a victim of mail theft, residents should contact the Beaumont Police Department to file a report. There is a dedicated officer for this type of crime, Officer Morga, and can be contacted at 951-769-8500 or amorga@beaumontpd.org.
  • Flock Camera System – The Board is considering installing Flock security cameras at the gates. A presentation is planned for the Board’s review in February.
  • Change in Patrol Hours – Supreme Force Services has begun patrolling during graveyard security hours (12:00am – 5:00am) to help mitigate theft, vandalism, and non-community individuals roaming the community. 
  • Birdie & Linksman Gates – Birdie and Linksman gate renovations completed with all new upgraded motors, hinges and hardware. Both locations are now under warranty. Automated Gate Systems came out last week to address gate remote receiver issues at Birdie. The birdie gate remote receiver has been replaced and is working again. The fire access system is being installed today, which should reduce the fire key being left open. 
  • Painting – Birdie and Linksman gates are scheduled to be painted in March 2023. Management will send out notice once project dates have been confirmed.
  • Pedestrian Gates – Repairs are ongoing at the pedestrian gates and FOBS. 
  • Asphalt Repairs – Soliciting proposals from geotechnical engineering firms for pavement and soil analysis of all the streets in the community and presented to the Board and community at the next board meeting. This report will recommend repairs needed over the next 3-5 years. There is far more degradation than previously forecasted, with the entire Birdie entrance needing to be replaced, and many areas on upper Amateur near Birdie. This will be a large expense for the community and put a strain on the reserves if not properly planned for.
  • Concrete Repairs – Management is soliciting proposals for necessary concrete repairs. A survey of all the sidewalks in the community will be presented of all areas requiring grinding and replacement for root damaged areas. 
  • Birdie Waterfall Repairs – Waterfall basins have had leaking issues. Diversified Waterscapes is investigating and will repair as needed. 
  • Irrigation Repairs – The community has a very large and complex irrigation system with two parks, two gated entrances, and the lakes. All these elements are at the age where replacements are needed. Golf carts are also breaking irrigation in the lake area which can be unnecessarily costly.
  • Planting Upgrades – The Board is considering upgrading the entrance planters by the Linksman gates.
  • Budget – The Board is dedicated to maintaining a balanced budget and saving wherever possible. Services have increased a minimum 9%, and some supplies have increased by 30% or more (i.e. irrigation valves and electrical hardware).
  • Basketball Courts – Slated to be sandblasted and repainted this spring.

Mailbox Light Issues

Management has received several reports of lighting issues at the mailboxes. This is a courtesy notice to inform you that a vendor has been contacted to come out and address the work orders already submitted and conduct an audit of the rest of the community to identify any other repairs needed.

Please Complete your 3-Year Proxy!

Hello Oak Valley II Owners!

Normally, homeowners’ associations only have one (1) meeting of the membership each year. This meeting is not the recurring business meeting of the Board of Directors, which homeowners have limited participation in, but rather the Annual Meeting of the Membership in which homeowner participation is required for business to be conducted. The minimum quorum requirement for the Oak Valley II community is 25% (152 homeowners) of the 606 homeowners.

California Corporations Code mandates that this meeting be held. If a quorum is not reached, your Board of Directors must continue to attempt to hold Adjourned Sessions of the meeting until the proper quorum is met and business can be conducted. To reach quorum for an Adjourned Meeting of the Oak Valley II membership, the requirement remains at 25% (152 homeowners) of the 606 homeowners.

Each of these additional meetings also costs the Association money not previously budgeted for. These charges cover any additional mailings, notices, and the fee for holding a special meeting. Because Corporations Code requires that Adjourned Meetings must be attempted a maximum of every 30-days following the initial meeting, these costs can quickly add up.

For this reason, your current Board of Directors would like to offer you an option that would cover a longer period of time than the normal proxy. Under California Law, members of corporations can give their consent for membership meetings to be held for a term of up to three (3) years unless prohibited by the corporation’s By Laws. Oak Valley’s By Laws do not prohibit the use of such a proxy.
