Proposed Towing Rules (28-Day Comment Period)

Dear Oak Valley II Residents,
A last week’s regular session meeting, the Board of Directors has approved proposed adding towing rules to the community’s Rules & Regulations for a 28-day comment period in accordance with Civil Code requirements. We invite all homeowners to review and submit feedback prior to final adoption.
Proposed Towing Rules Overview:
General Towing Procedures
Any vehicle found to be in violation of the Association’s Governing Documents or Parking Rules may be towed immediately at the owner’s expense. Although a citation may be issued, it is not required prior to towing. This is permitted because the streets within Oak Valley II are privately owned and maintained by the Association.
Street Sweeping Enforcement
To maintain clean streets, the following towing policy will apply to vehicles parked on the street during designated street sweeping hours:
1st Violation: Warning notice placed on the windshield
2nd Violation: Second warning notice issued
3rd Violation: Vehicle may be towed at the owner’s expense
Please note: Strike history is tracked per vehicle (not per household) and resets each calendar year.
Immediate Towing for Commercial Vehicles
The following types of commercial and oversized vehicles may be towed immediately and without prior notice if parked in violation. Again, this is permitted because the streets within Oak Valley II are privately owned and maintained by the Association:
-Vehicles with visible business signage
-Trucks over one-ton capacity
-Vans used for commercial purposes
-Vehicles carrying external racks, ladders, materials, or tools
-Buses or shuttles
-Any vehicle commonly used for business-related operations
We encourage all residents to review the full towing policy below and provide any comments or concerns in writing to Management at vraboin@actionlife.com no later than Friday, May 23rd, 2025.
